/ FINANCE & DIGITAL PAYMENTSChina–Laos payment link opens another route for visitor spendingReporting published on 23 September describes a new connection between China’s digital yuan, e-CNY, and Laos’ domestic QR payment network. The Bank of the Lao PDR reportedly announced the launch on 18 September.Chinese visitors can use their e-CNY wallets at participating Lao merchants. The initial phase involves 17 payment service providers connected to LAPNet; availability depends on the merchant’s provider.A separate system for larger cross-border business payments, CBETS, is being tested. It should be distinguished from the consumer QR service.MPAL PERSPECTIVEFor hotels, retailers and tourism operators, the immediate task is to confirm participation with their payment provider. Settlement currency, exchange rates, fees, refunds and reconciliation procedures should be understood before promoting acceptance to customers. Businesses considering larger transfers should obtain separate confirmation of the available service and applicable requirements.[Source: The Laotian Times · 23 September 2026](https://laotiantimes.com/2026/09/23/laos-china-launch-digital-payment-link-for-cross-border-transactions/?ref=thelaosbriefing.com)

/ INVESTMENT & INFRASTRUCTUREVietnam’s approved investment portfolio puts connectivity in focusThe Laotian Times reported on 23 September, citing the Lao Ministry of Foreign Affairs, that Vietnam has more than 400 approved projects in Laos with a combined value of approximately USD 8 billion, making it the country’s second-largest foreign investor.Recent bilateral discussions covered the Vientiane–Hanoi expressway, the proposed Vientiane–Vung Ang railway, electricity trade and fuel infrastructure. These initiatives are at different stages of development.MPAL PERSPECTIVEApproved investment values should not be treated as capital already deployed. For prospective partners, contractors and lenders, the useful next questions concern individual projects: who holds the development rights, which approvals remain outstanding, how financing will be secured and when procurement will begin.[Source: The Laotian Times · 23 September 2026](https://laotiantimes.com/2026/09/23/vietnam-emerges-as-laos-second-largest-foreign-investor-with-usd-8-billion-in-projects/?ref=thelaosbriefing.com)

/ LABOUR & THE ECONOMYRemittances reach USD 500.7 million as labour reforms are reviewedLao workers overseas sent home an estimated USD 500.7 million during January–July 2026, according to Ministry of Labour and Social Welfare figures reported on 23 September. The figures were presented at a migration meeting in Vientiane on 22 September. The report also describes work to update labour and employment legislation and rules governing overseas workers, with an emphasis on recruitment and worker protection. It does not establish that those changes have commenced.MPAL PERSPECTIVEEmployers and recruitment businesses should track the actual legal instruments and commencement dates. In the meantime, clear employment terms, documented recruitment arrangements and verification of intermediaries remain sensible priorities. For domestic businesses, overseas employment also warrants attention when assessing staffing availability and retention.[Source: The Laotian Times · 23 September 2026](https://laotiantimes.com/2026/09/23/lao-migrant-workers-send-home-usd-500-million-in-first-seven-months-of-2026/?ref=thelaosbriefing.com)

/ RENEWABLE ENERGYBolikhamxay’s proposed 100 MW solar project advances through consultationDevelopers met local communities on 18 September regarding a proposed 100 MW solar project in Paksan district, Bolikhamxay, according to reporting published on 22 September. The project involves APDL Solar Power and Kosher Climate India. A feasibility-study agreement was signed in February, and the consultation included discussion of carbon-credit plans. The report states that a construction start date has not been announced.MPAL PERSPECTIVEConsultation is an important development milestone. Project assessment should now focus on the evidence supporting land access, environmental approvals, grid connection, electricity sales and financing. Any proposed carbon-credit revenue should be assessed separately, including the methodology, eligibility, ownership and approval pathway.[Source: The Laotian Times · 22 September 2026](https://laotiantimes.com/2026/09/22/bolikhamxay-100-mw-solar-project-moves-ahead-as-laos-expands-solar-power/?ref=thelaosbriefing.com)

/ TOURISM & SERVICESVientiane looks to turn visitor arrivals into longer staysVientiane is developing tourism routes and evening attractions while studying a city pass, according to a report published on 22 September. The report also records the Ministry of Culture and Tourism’s 18 September announcement of the Lao Travel app, intended to support bookings for accommodation, transport and other services. The city-pass concept remains under study.MPAL PERSPECTIVEHospitality operators should consider how their services could fit into longer visitor itineraries. Before joining booking platforms or bundled experiences, clarify commissions, cancellation terms, responsibility for refunds and the handling of customer information.[Source: The Laotian Times · 22 September 2026](https://laotiantimes.com/2026/09/22/vientiane-rolls-out-new-tourism-plans-to-keep-visitors-around-longer-as-laos-launches-travel-app/?ref=thelaosbriefing.com)

THE MPAL VIEWLook for the next verifiable milestoneOur reading of this edition is that commercial opportunities increasingly depend on implementation detail. For payment services, that means confirmed merchant access and settlement terms. For infrastructure and energy, it means documented approvals, funding and procurement. For tourism, it means operational products and clear arrangements between participating businesses.A useful question for every announcement is: what evidence would show that this opportunity is ready for the next commercial decision?
